Yes as Andy says a 395 mm is about 30 mm too tall for the intended wheel. Your fork is intended for a 700c wheel and big tires. I would not use it for this build.

    The problem with short headtubes...

I think brazed racks are cool. In some instances you can be smart about it and make them part of the structure. Like on the old Singer frame that used thinner fork blades because the brazed rack...

It's hard to say really, I think everyone is speculating to some extend. I'm sure it would be ridable, but it might not be best for spirited riding and/or climbing hills, which also increases wheel...

So it's a roadster with a long TT it seems. Nothing wrong with roadsters, they are still being ridden and produced in millions. The main problem is that there will be a lot of wheel flop, and this...

That Concealex stuff looks nice. Where can you get some? I agree that using carbon is a bit overkill and expensive, but it's pretty and not too hard to use (although playing with epoxy is messy). I...

Little update. Using wood wasn't going to work easily so I used carbon fibre. I kinda messed up trimming the sides but it's not bad.

Generally, you would want a disk-specific fork (heavier blades and special dropouts) if you wanty to use disk brakes. So you would need to decide beforehand. Otherwise it's not a bad idea to get some...

EL OS was one of the thinnest gauges tubes as far as I known. Frame weight should be around 1700 g. The fork around 700 g. Lightest carbon frames are 800 g, lightest forks 300 g but these tend to be...

Fork crown is Haden and I think the lugs are Prugnat. I'd say it's from the late 70s. I haven't seen much of that crown on production frames so this could be a custom?

    Here it is. 372323

I think that superposing a series of narrow strips oriented along the two curves would work. But that seems like a lot of work, I can't figure out a way to do that efficiently....

Yeah I'm thinking fibreglass or carbon fibre will conform to the shape naturally. Simply rolling the fibres + epoxy should leave a decent finish?

Here is a pic. It's cracked and far from flat, but it's not that bad given my meager means (water and rubber bands). There are a few things I can try next.

Yeah I gave it a try and indeed the compound shape is too much to ask. I'll try to lay a base of narrow strips 90 deg to the wheel axis followed by narrow strips parallel to the axis...

Thanks for the suggestions. Yes the Wald mold (say that 5 times) has a compound curve. And playing with the veneer it looks likely that it will crack on me. It's about 1 mm thick.

    How about this....

    Making wooden fenders

My first guess for that design would be standover height. But if they make it in different sizes then perhaps it is to accommodate a longer headtube which would...

I think 4130 is heat-treated to some extend; it's generally normalized and brazing will affect its temper. Even 1020 steel should be affected.

I don't think the wheelbase influences the turning radius a lot unless you do sharp turns at slow speeds; at normal speeds the front and rear wheel are generally in plane. 272 mm is not a low BB...
