It depends. I am 5'7" and I ride a small. The S.O. is barley there for me and the TT feels bait short. I have nag body proportions, but slightly longer arms.
I had similar issues with my Schwinn Madison. The 27.0 OEM post fit but was slightly, slightly small, but I had no issues. I bought a Dura-Ace 27.0 post, but it was too small and measure exactly...

At your height, you should be on a MED, unless you are going for a hipster fit. I am 5'7", long torso and arms and ride a small with a 100-110mm stem.

Really? there are PLNTY of sloping frame road bike with small HT and low set-up. My Blue Competition Racing RC6 is one of them.

The fork is CRAP! Bike needs chrome again. I like the sloping TT as it would give me a better fit for people who actually like to RIDE their bike for than a few miles to the coffee shop.
Yeah, its heavy with the over-sized tubing, but who cares. If I want light, I will ride my 13lb road bike. Plus its flat here in MIA.

So far so good. I need to drop the bars 5mm for the perfect fit. It seems to handle well.
Well, after a year now of FG/SS I have found out what I use my bikes for. My Madison is my long Fixed ride and my Kilo TT in SS/FG is for commuting, Urban riding and Family riding towing the kids....
I would go full:
No rack mounts
No rear brake cable stops
1 WB braze (Fro those that actually RIDE our bike more than around the block!!)
