In the UK, the standard solution is a pair of Ron Hill tracksters. These stretchy leggings have usefull zipped pockets and handle damp well. They are good for cool to cold, but for freezing you need better windproofing, such as a pertex overtrousers, or goretex windstopper leggings.
Ron Hills are deeply uncool, and trackster wearers are generally people with more sense than money, who actually do athletic stuff rather than pose by the water fountain in their local gym.
The inventor is a legendary distance runner and textile technolgist who developed most of modern running kit in the 1970s. Before tracksters you had to wear baggy cotton pants.

If I'm pootling on the bike then I wear tracksuit bottoms of keep my legs warm, but if I'm out for a day ride of training (erm...) then I stick on a pair of lycra tights.
I should really invest in a pair of Ron Hills though, but I'm too much of a tight ar$e![]()

Okay I'll admit it I have a pair of Trackster's though I have to say I did pay less than half price in a sale, but one thing about them is that they are styled for runners which means that whilst on the bike they don't cover your lower back.
If anybody does buy Ron Hill then maybe they should take a look at Bikester's, apparently they are styled for Bikers and cure the above problem.
Ouch !
