This is a 40s-50s bike "Thiély" bike. It looks like it was a small builder in Ladoix-Serrigny (Côte d'Or), but I don't know much about him. It was in great shape when I found it, and only cleaned it up with soapy water before shooting the photos.

Here's what I was going to ride, if I were taller. Dad built it in high school in New Orleans and it's seen many years of non-use. It needs new brake pads but otherwise is in good shape after it survived (scathed) a less than honest LBS that took the simplex shifters from it and replaced them with those pictured. I'll probably be selling it soon since it's too big for me and it's built for Louisiana flat and not Richmond hills.
Having a flat tire as part of the total cycling experience is highly overrated. Knowing how to fix one quickly is not.

Thanks! The saddle won't be staying on the bike though as i will be using it for another bike.
I have an Ideale 63 brown cyclotouriste that will be more period correct for this bike.
Yes, a brown saddle would be better. If you are bored sometime and want to keep the rest of us drooling, please post detail shots.

Nowhere near finished yet but it's getting there!
It's a 1940-50's Gnome et Rhome aluminium and steel bike.
Usually they are 3 speed city bikes but i'm building it as a 8 speed randonneur.
The main tubes are aluminium and the forks , lugs and stays are steel.
All of the other components i'm adding are aluminium.
^^^^^ Wow, retrofuturism in action. Any idea of the weight and how the bike was assembled - glue? Not fitted for racks? Fantastic find, a real museum piece, I suppose.
