Road wheels on the track?

Would road wheels "work" on the track? Specifically, Mavic Cosmic Carbones.

If you replace the quick release axle on the front wheel with something that bolts on(something like the locking skewers also work http://www.onguardlock.com/?page_id=329)the it will be totally legal to ride. But there really isnt a good way to be able to ride the rear.

back in the old days of freewheels you could do the rear with an axle swap and an adapter (how the specialized tri-spokes did it). You could probably come up with something for a modern rear wheel, but it's probably not really worth the trouble.

The Surly Fixxer worked for some people.

I agree that these days it's not worth the hassle. Track/Fixed Gear wheels are ubiquitous and inexpensive. The Surly Fixxer is $85. You can get a whole wheel for around that price and you'll still have your road wheel available for your road bike.

I said no good way to do it, because youd have to get the Fixxer and adjust it right(which takes some work), respace the dropouts, and then get some sort of axle replacement.

you shouldn't have to respace the dropouts if the fixxer is reasonably narrow (haven't used it, but it sounds like it). just install the right spacers on the axle.

The front wheel is going to be easy. You can buy an axle rod that will convert the QR to a bolt on and make the wheel legal to race on. There are a few companies that make them (I know Zipp makes one and HED has one too I think.) The rear either needs to be rebuilt or needs the Fixxer.
