Troc Velo is definitely a good website, please also take a look at Paruvendu or even ebay where you often get some good deals. Hope this helps

To me, Decathlon, France is sort of like France's Performance. They are so popular they feel not need to discount as often as smaller bike stores...
Among the majors , I feel parts wise, among the major outlets, you'll be better served at Bouticycle.
