Well, "outside of Houston" could include the entire planet, yes? I hear it's very nice in Tuscany, but have never been there myself.

A couple of tips:
- the mapping sites like mapmyride.gom and ridewithgps.com have useful search functions so you can find routes that others have mapped / pedaled.
- within "day trip" distance, the Bastrop State Park - Buescher State Park loops are excellent; the National Forests have some nice quiet pretty roads, And the area North of Palestine has some amazing backroads with nice hills.

I'm assuming the OP meant to say scenic routes near Houston, in which case I would have to recommend Sam Houston Park. Head north to Montgomery or Coldspring for gentle rollers and lots of greenery. Katy is flat and boring.
You know, come to think of it, probably some of the most scenic countryside in the general Houston area is along the coast, say, going down Galveston Island. The surf, the sand, beachhouses, boats, shrimp boats, and a lot of commonplace things like that are what is going to go on local postcards. If you live down there, you see it all the time, and don't think anything about that being "scenery". If you lived far far from the coast, your viewpoint would be a bit different. I grew up in Clute, and when we were kids, we'd go to Oklahoma for vacation, and get up to Huntsville and start seeing hills, and thought that was really cool. And pine trees, too! It's all a matter of what you're not used to.

Don't forget Brazos Bend state Park on the southwest side of town.
