Right... but what we are hoping is that there's no need to add more parking garages. To my mind, we need to point out to the city managers that their only real opportunity for growth (ie, getting more businesses downtown) is to encourage bike lanes and infrastructure. Quite often, these traffic engineers and managers realize there's not much point in adding car infrastructure, as there's no magic car sink to hold them all... but bicycles (and also, of course, public transit) could increase enormously.... exponentially ... and the infrastructure required would be quite feasible to fund.
