I'd make sure your on a bike with a 20.25 or 20.5 inch top tube and you should fit it fine.
Whatever sizing charts I've always seen on-line 20.5 to 20.75 for someone 6' tall. As for 5'1" most any 20" bmx should work. BMX is different, seat is always in a lowered position so standing pedal is expected and rarely a seated pedal. I have a 20" wheel w/ 20.5 frame. I can't sit and pedal it. It's too small for me in that aspect, but I really can't tell any difference at 5'11" and standing, can't ride very far or very fast for any duration.
LOL, go with a 20" wheel size, you're closer to the ground so when you fall, it isn't 24" wheel and frame that is taller & off the ground.

Op hasn't responded at all, but more input from me.
How long are your legs in comparison to your torso? I have really short legs, which is also why a shorter tt feels ok for me. Just threw a bunch of spacers under the stem and threw on a nice tall pair of bars on. Comfy as hell.
