    right now i'm riding a Raleigh rocky with a Tora front fork, i have to get the frame it's self power coated because of the rust that has the paint chipping off

    That's not the original stem right?

    nope and i can't get it any lower without having to go an buy a new stem. the stem is actually bottomed out on the forks
