By ebay rules you've won the auction so you have to pay for the bike.
If you had any concerns about the bike you should of asked the seller some questions before bidding on it.
The seller already listed a couple of problems with the bike, if you find any more then those I guess you'd have a reason for not going through with the sale.
Surface rust on bolts is common. Front derailer needs a tune up, no biggie. You won that bike for a very good price. If you find a major problem with the bike, like the one of the wheels is so badly out of true that it won't turn or a crack in the frame, then you can argue with the owner. If you find another minor problem, like the rear derailer is also out of tune, for the low price you paid, I'd grab the bike and fix it myself.
