Shipping a Tandem bike

In September I will be flying WestJet from Victoria to Winnipeg. The largest package I can take is 80" on my flight and 9i0" on cargo. After 90" it goes by volumetric rates, and will cost close to $250 to ship! Any suggestions from a veteren tandem traveller?
