    reuse a pinched tube?

I hit a bump at a bridge transition today and got a shake out of the rear wheel. When I stopped I saw that it was a pseudo-pinch flat. The tire still had good pressure, but there was a noticeable bulge in the tread and sidewall. If I deflate it and reposition, will the tube still be ok or do I need to replace it?

It's hard to tell without pictures, but it sounds like the tire is damaged.

Remove the tire and inspect it for damage.

You can patch the tube and use it.

A bulge in the tread and sidewall is indicative of damage to the fabric plies of the tire or to the tire bead not to the tube. Remove and thoroughly inspect the tire; seek assistance if you are unsure how to to do this or what to look for. If all is well, and it may not be, re-mount the tire. If it is still distorted I would not trust it nor ride on it.

The tube may be fine, but the tire is done for, as there is a tear in the casing.
    Bikes use brakes to stop.

If your bike has breaks, don't ride it.

Ouch! Is you rim dinged, allowing the tire to bulge?

I would replace both the tire and the tube. As it sounds your tire itself is in a degraded state. Putting you at increased risk for a flat.
