It seems rather silly to make a road frame with road geo and a low BB coupled to track dropouts. Something like my Salsa Casseroll with road semi-horizontal dropouts that have a rear derailleur hanger and 130mm dropout spacing makes a lot more sense. Although it came with a flip flop hub with fixed cog and lockring threads, it would be nuts to mount one with the low BB, longer cranks and wide road pedals. Anyway, lugged frames are nice looking and there's nothing wrong with them. If they weren't strong enough, you wouldn't see them used in pro keirin.
