People are people and laws don't change their attitudes. If someone wants to lay on the horn behind you he will law or no law. OTOH - if a basically courteous driver wants to let you know he's there he'll give you a short tap from a distance behind you.
Recently the county's bus line send drivers a memo instructing them to tap the horn before overtaking a bicycle. About 1/3 or the drivers do so, but all the drivers pass safely, reducing speed and leaving a wide margin. Those who do use the horn do it from well back and use only a short tap. It's kinda nice because it lets me know the driver saw me and is adjusting. OTOH- I always know when trucks and buses see me as they approach from behind because I hear the downshift, change in engine sound, and/or hiss of the air brakes.
It's when I hear a large vehicle coming up behind with nothing to indicate he's adjusting for me, that I sweat.
