The problem has resolved. A previous poster suggested trying a 26x1 3/8 tire on the new rim. Sure enough, too large. I measured the old rim I am replacing(clearly marked Araya 26x1 3/8) the outside diameter is 602mm, the smaller new rim measures 575mm. I was awake when I placed my order and I know what I selected. Never discount that vendors can make a mistake same as anyone.

Welcome to the world of bike size labeling. There are a number of rim bead seat diameters whose tires might be labeled as 26x1 3/8. The common 590 ISO diameter (most Eng., non Schwinn USA and many Asian 26 x 1 3/8) is about a 602mm rim outer diameter (not bead seat). the 576 outer rim diameter is close to what Southerland's manual lists as a 561 ISO diameter (575mm outer rim diameter). In over 40 years of doing this shop wrench stuff I can't remember ever dealing with this size. Southerlands lists this as a 25 x 1 3/8 BTW. At 573 outer rim diameter is the common 559 ISO (or mountain 26). Who knows what you really got but I suspect the 559. Which is the frequent error we see often. Andy.
