Who makes the smallest frames?

I'm 5.2 and need a small frame I know Debernardi makes a 47cm, anybody else make anything 49cm and under for $600 or below.

I have a friend who got a frameset custom made at Chelsea Bikes for like $700. Kinda pricey though. $$$

I told him to go over to Howard and Clark. We will see how that works.
