Giant TCR seat post problem

I have just slackened off my seat post out of curiosity to look at the stem, however now I cannot get the thing to tighten fully. The seat post twists if you push or pull it.
When I pulled the seat post off there was a silver tube aroung the black body of the stem. I am not sure if this should have stayed in the frame? It is now stuck on the stem. When I put the stem back in I cannot insert it past the tip of the silver tube.
Help please or I will have to pester my LBS.

Sounds like a shim that you need to get back where it was.
