If that wasn't a refund/exchange issue, I don't know what is.

It happens to me all the time. Sometimes though it takes several rides before I discover the defect.

is this something you discover before or after you put the tire/tube on the rim?

it was after I put it in the tire. But every other tube I've bought I've never had a problem with.

Yup. Just got some Vittoria Latex tubes from Nashbar that two out of three mounted failed before being ridden--at all. I've seen similar reports on other forums. PRobably explains why they were on sale. In any case, it's pretty hard to show a tube is defective after mounting and mounting is a requirement to find out it is defective. The original catch-22. Tubes are cheap, live and learn.

Sometimes I buy new tubes, install them on my bike and then put my old one in the box and return it to the shop claiming I bought the wrong size.
I sincerely apologize for any inconvenience this may have caused those that subsequently purchased my used tubes.

Enjoy
