Univega custom maxima frame details?

I recently purchased a used Univega Custom Maxima frame to build up. I did this because I wanted to gain some mechanicish skills and learn more about bike design, but I'm no bike expert.

The previous owner said he thought it was made in the eighties. Stamped on the bottom bracket is the number:

L986581

I don't know if that will help, but I saw another thread where some expert knew how to track down specifics on the frame using the serial number. I'm interested in what kind of steel the frame is made of..... it just says "high tension steel" on the frame. I'm also interested in what year it is.
