Soviet style pursuit bars back on the track

I did a few searches and could not find anything similar...

I'm sure some of you are familiar with the Soviet style pursuit handlebars that were attched directly to the fork crown. I think they were banned by UCI a year or two after they debuted. They looked cool and made sense for pursuit. Looking on cyclingnews.com today I found a picture of Kiwi Sarah Ulmer riding a crazy looking Avanti with the same style of bars but in modern carbon form. So considering she won the world individual pursuit championships on them I assume they are legal and that they are also effective. Can any of you give me a little more info on them?

I didn't know those were ever banned. The design certainly makes sense for shorter riders - it's the simplest way to get the bars down that low without putting them too far forward with an angled stem. Or without using a smaller front wheel, which is banned, right?
