) If you are actually looking to get a custom steel frame, you might rephrase the question...
"What's the average price range for an entry level custom steel frame?"
There....isn't that a nicer way of asking? Doesn't imply that a custom framebuider is "cheap"!!
They're NOT, they're trying to make something they love and make a living at the same time.
If you want "cheap", Huffy offers a whole bike for less than my monthly internet connection!

Try posting your question at the phred.org framebuilders list all of those guys work cheap.

I bellieve that he charges $500 for a basic frame and fork and $600 with upgraded tubing. You might have to wait a few months for him to build one.
