10 Speed Bar End Shifters and 9 Speed Cassete
Is it possible to use 10 speed bar end shifters with my 9 speed cassette and chain setup on my time trial bike?

Yes--but you'll need to use them in friction mode.

Try the alternate cable attachment at the rear der that Sheldon Brown describes. This works to make 8 or 9 sp shifters work with 7 or 8 sp cassettes.
