1. The BB spindle length you need is really determined by your chainline at the hub, not by your frame. Most track hubs have a chainline of about 42mm, so go from there. Sheldon brown has a huge website all about this stuff, here's a couple relevant links from him:

2. The IRO BB is JIS taper, and won't work the best with your campy cranks (ISO taper). You may permanently damage those cranks.
