are there any **narrow** flat mountain bike handle bars? about 16inches to 18inches wide is about what I want

make sure you have room for grips, brakes, and a stem in there. it might get cramped.
You could just attach a suicide knob to the steerertube It might be a bit twitchy and fast technical descents
