Steel bike storage
If you store a steel bike in a garage every winter, what are the odds of developing internal rust? If you live within 50 miles of the coast? Outside that range, are you safe?

You are "safe" if you are 5 miles from the coast, unless a hurricane floods your garage.
As recommended, get a can of FrameSaver or Amsoil HDMP, treat the inside of every frame tube and the fork blades (if it's steel also) and never worry again.

I have Framesaver. I'm looking to buy a used steel bike and I'm not sure the seller has the skills or inclination to remove the BB or headset to check for rust, so I'm trying to make an estimate of how likely it is that the bike is rotting on the inside.

I'd say not likely. I'm currently working on a 20+ year old Trek 510 with a fair amount of external rust and corrosion. Insides are totally clean.
