What is the recommended max from headset to the bottom of the stem? I have a Real Design steerer that I have not cut yet going on a SS with bullhorn bars. My stem angle will depend on the max height.

usually no more than 40mm. some manufacturers suggest less.

Typical manufacturer's recommendations are 25 mm maximum for a 1" carbon steerer and 40 mm max for a 1-1/8" carbon steerer. Easton allows 50 mm with their 1-1/8" carbon steerers but that's a bit unusual.

Not exactly "overbuilt" considering what they recommend it for. However, it is HEAVY for an all carbon fork so they really did reinforce it a lot. At 520 grams, it's 235 grams heavier than the Easton EC90SLX with a 300 mm steerer.

Before cutting the steerer tube, can I put the stem at 40 or 50mm and put spacers on top and ride it?

No, you need spacers under the stem too. You can leave the steerer full length and put spacers above the stem but you do need the spacers under it to provide support.

Thanks , I didn't express that to well, I plan on putting 50mm between the headset and stem, then what ever it takes to meet the 3mm over the top of the steerer tube for the cap to give the proper tension.

Sure, that will work. However, if your frame is small to medium size and the steerer the usual 300 mm you could have a LOT of steerer (and spacers) sticking out the top of the stem. It might look a bit peculiar until you decide how much to cut off.
