I just got back from a week in China and would say maybe 20-30% of the bikes were electric.
The riders mostly were not pedaling at all - just cruising with the rest of the bike & scooter traffic, low speeds, maybe 10-12mph. Traffic is HEAVY and unpredictable there.

Unpredictable to our western eyes. They know what they're doing. When I spent time in Shanghai, there was no way I could drive in their traffic but it was very apparent my driver knew the characteristics of the way they drive over there.
My Chinese colleague had to drag me around the streets and tell me what to do so I didn't get myself run over. One piece of advise he told me was to 'hold your line'. Sound familiar? If you make a move in traffic, they will negotiate around you, but if you make an 'unpredictable' move you're gonna get ground into the pavement.
