Does this mean Bobby rode the rest of the stage in one gear? It's not like the soloists have barrel adjusters anywhere near the cockpit...

I don't get it: why all the talk about shipping? After the race the guy went to meet the team. Why couldn't he get his wheel back? Was Bobby going to ride the 540 the following day?

I remember hearing a similar story from Australia, where a rider wrecked, and a fan gave him a bike, same size, components, cleats and all, he went and finished the race, don't remember what happened after the race.

No, he just hung on to the team car for 20 miles (err seconds) while a team mechanic adjusted the dérailleur.

I'm guessing it's an indirect reference to the Mark Cavendish incident, in which case the connection between Julich's course curb collision and Cavendish's unlikely bike-swap-mechanical-assistance is so disjointed and ambiguous that those less attuned to the minutiae of the Tour of California would likely misinterpret your post as a suggestion of unscrupulous conduct by Julich, which is, categorically, incorrect.

If my guess is wrong, then your meaning is inscrutable.
