Sure they can. Look for wheels intended for loaded touring and you'll never have to give it another thought.

Longer term I'll probably get a set of 36h wheels made up, but it seems that there's no immediate hurry for that...

700c wheel for hybrid types. 36 spoke by Velocity. No experience with them but the Deep V's are geat for heavy road riders. I got lots of V's!
