No idea about the cadence, I was just going quickly downhill the other day and was wondering how fast I was actually going.
By spinning out I mean my bike couldn't really go much faster (at least my legs wouldn't). My cadence was fast enough for my butt to start boucing on and off the seat each stroke.

When I had my speedometer on my SS I spun out at 37 kph or 23 mph. My ratio on that bike is 53/17 vs your 48/16. 3.12 vs your 3.0. So call it a wash depending on the cadence.
I was spinning so fat that I thought i was going to flip off the bike.

I spin out on my SS 45/16 @ 31mph. you should have been going at least 33-35 assuming you are in good shape and were on fresh legs

It really varies between riders and situations what feels like spinning out. For me, 130rpm on the track feels like 160 on a downhill. Also depends if you've got brakes, how tight your clips/shoes are, etc.
I've spun 180rpm downhill, early on in a ride to death valley, but my achilles were in pain at the end of the ride. 38mph is probably faster than one should go on a 42x16

Spinning out on my 46x16 set-up means that i'm doing almost 55km/h, downhill of course.
Any more and i start bouncing around on my saddle and that just isn't fun.
