compression bolt out, allen bolts out of the side/back. pull off. easy.

word. i do it once or twice a week. im gettin a little TOO good at it hahahaha. but really, you cant ever get too good at workin on your bike. ever. the only thing i cant really do is press BB bearings cause dont have a bearing press.

That wont work for me because there are no allen bolts or any bolts on it. It is just one there, I dont think it is welded though.

Sounds like you have an old threaded fork with a quill stem. Loosen that bolt on the top a little bit then give the bolt a bit of a tap with a hammer or something to loosen up the wedge. You should then be able to twist it out (hold the wheel between your knees and twist the bars for leverage).
If tapping it with a hammer doesn't break the wedge loose it's probably rusted in pretty good; smack whoever assembled it for not using enough grease, then take it down to your bike shop.

Your stem looks more like the white one in the background, correct? That's a quill stem on a threaded fork.
Punx and Street rider are talking about modern stems (not sure what they're called) for threadless forks, like the black one in the foreground. Notice the allen bolts on the sides.

is it one of those quill stems? man i havent worked with one of those in years. haha i broke like three of those thinks where the body meets the quill thing that goes inside the forks. guess i just dropped it a little hard. haha.
