Rust!

So, I used my crappy Giant Boulder SE for winter commuting and I am now realizing the error in my ways.

Pretty much every metal component on it (from braze on screws to my brakes) are totally rusted.

-Screws
-Exposed cable
-Brake components
-Derailleur components

I can post photos, but what can I do to save this? Is it hosed? Should I just strip it down and make her a SS?

Go through and clean all the rust on the frame. Replace the cables with stainless cables and replace the screws with new ones that are nickel plated.

You may also want to strip off the fork and BB and do the frame and fork (if it's not a suspension fork) with frame saver to halt any further internal damage.
