can you just take off the third ring off of a triple and make it a double?

Yeah, just take out the inner ring and tighten up your inner limit screw. Unbolt the cable-clamp screw and tighten up the cable.

Been there, done that. I have a Bianchi Alloro that I wanted a "compact" double crankset, so I installed an old set of Deore crankarms with 36/50 chainrings. It works fine.
