Wind proof bib (not shorts)
I saw a post last year in Road Cycling about a wind proof bib (chest protector) that velcro'ed around your neck for about $25. I tried the search feature and came up empty, can anyone help? Thanks

I know of two. I have the Weather Warrior. Craft also makes shirts with built in wind deflectors. There may be others.

It seems to me that those would be useful for borderline temperature rides under a highly breathable jersey but would be of limited use for colder winter conditions. The outer layer needs to be wind resistant enough for the temps you are riding in. So the inner layer of thin wind resistant material doesn't really add much in terms of insulation. For rides at around 55-60F, were you want to keep it really light it seems like a good idea. You can carry it and a pair of arm warmers in your jersey pocket.
