Potential KILO TT purchase, need some help please

Potential KILO TT purchase, need some help please
Hey all,
I'm thinking bout buying this bike

A few questions:
Does the dent in the top tube affect the frames integrity?
I'm 6 foot sans shoes, with a 34 inch inseam (no shoes, not pressed into pubic bone). I would clear the top tube (measured the 34 inches on my current bike barefoot, would def clear with shoes and with the bike leaning). I'm of otherwise average proportions, does anyone believe that the bike will be a huge mismatch in size?
Who is Bike Chica? Can I count on her to make things right in the event of some problem with the bike? This is knowing that internet customer service is obviously lacking.
The reason I ask is because I can get this bike for just over $205 with microsoft cashback, and that saves me about 150 over a 2009 Kilo 55 cm in black, which is what I was originally going to get. That money adds up to new pedals, a brake, and whatever else I might want, plus some cash in pocket.

I just bought a Dawes road bike for my lady this weekend from Chikabike. I assume she is affiliated with BD and BIke Island.
I'd pass on that bike cuz of the dented TT and go new for $100 more, personally.

Well, with cashback the bike actually comes out to around $200, which is $150 less than new. Pretty significant on a 350 dollar bike.

hopefully the dent doesn't ruin structural integrity, though I would seriously hope not. If it does... well **** me.
