Troubles with Kool Stop Supra 2 install

I got a set of Kool Stop Supra 2's for my Tektro cantilever brakes. I can't seem to get them set up properly. With the threaded stud from the pad at the lowest point on the Tektro brake mount slot (brake arm), the pads touch the rim barely below the tire. I measured the pads I am replacing and it was a 4mm spacing. I initially set up the Kool Stops at 4mm, according to the diagram below. I then also tried the 3mm and 5mm which neither worked.

What I do believe the problem is that the 3 or 5mm spacers don't slide down below the "special anti-slip base" shown in the diagram. This base essentially puts another 1/4 inch of space in.

Any help would be greatly appreciated.

Hmmm... I would probably use some ingenuity and either file off the anti-slip ridges or enlarge the hole in the conical washers.

I was pondering doing that, but I was hoping I was missing something before I went and modified a set of $14 pads.

I put Kool Stop Supra 2's on my U-brake a few years ago and I don't recall any issues getting the spacers to fit on the threaded post.
