bike brake rotates

My kids bike brake mechanism rotates when she applies the brake and it leaves one pad still contacting the rim. Anything I can do to fix this?

Could you put a little be more effort into your description of the problem? A good picture would really help as well.

It is a fair cop...

The brakes are linear pull brakes as seen here: https://www.parktool.com/repair/readhowto.asp?id=21

USe the adjusting screw as shown near the bottom of the page in your link, just above the section "Pad Wear".
