What is going on here?

Why is that tube sticking out so much?!? Is the buyer expected to chop that down?? I have no idea what is going on and know of no place better than here to ask...

Yes - most framesets come with an uncut steerer tube on the fork, so that people can leave it as tall as they'd like. That one does look a bit excessive though, haha.

wow look at that rig! Any guidance on who makes that? or a price? even thoughi might use it once a year i want one!
