It's still a good bluff. I imagine most folks inclined to steal it wouldn't give it a second glance. Not that I don't wonder WTF.

I'm looking at the writing on that sign and sticker on the lampost... Is this in Japan?
I can almost see this as being 'theft deterence' there; where bike theft is more about stealing a convenient ride home from the bar then ditching the bike (not resale).

Car's parked on the right side of the road, so unless it's a one-way street or an illegal parking job, I doubt it. Sidewalk and curb don't look like what's typically found in Japan, either. Besides, look at that litter... Most people in Japan have an almost OCD-level aversion to leaving trash on the street.
