What's with this tube size?

I bought a pair of Ritchey Tom Slicks 26" x 1.4 to put on my mtn. bike so I can use it as a commuter. The new tires meant I had to get narrower tubes, which it turns out aren't that easy to find around where I live. Bought a Kenda tube at my LBS that was supposed to fit 26x1.5/1.75/1.95.

Took the tube out of the box and the size above was printed on the tube in white. Then I noticed that the size 26x1.9/2.125 is molded into the side of the tube. This tube does NOT fit my tire. No way does it fit a 1.5 diameter tire. Had to order some real 26x1/1.4 tubes from another vendor.

What's up with this tube size?

maybe someone just sold u wrong tires?
