What is the lowest TT bar setup on the cheap?

What is the lowest TT bar setup on the cheap?
By cheap, I mean less than $200
I'm looking at the integrated setup from Vision, which isn't that expensive if one gets the Al version.
Look ergostem isn't an option for me. Too expensive and I honestly don't trust the pivots to hold my weight.
I'm currently running a P3 alu, in the correct size. I love the frame but the headtube is too tall.
Current bar setup is the Profile Design T2 bullhorns and clip ons. I have a 10 degree stem flipped down. I can get another 1.5 cm if I get a -17 degree stem, but I still think I'd need to buy lower clip-ons too. At this point I think I might as well get the whole integrated shebang.
Suggestions?

How do you know the head tube is too small? Windtunnel says so?
Cheapest aerobar/stem setup, and a great one at that - Deda Parabolica aerobars (single or S bend) ($70), and get an adjustable stem from eBay. The bars are fully adjustable and you can get the pads as close together as you want.

You can "flip" your T2 extensions under the base bar:
The Blackbird pads are higher than his existing T2s.
The Vision extensions (either the separate pieces or the all-in-one Trimax/Promax) are right on the base bar, and they are sturdier and better shaped than the T2s, IMO.

I don't think you have to worry about the pivots.

These allow a very low set up. Marketed for use with road bars, but no reason you couldn't pair them with base cowhorn bars. https://www.ovalconcepts.com/products...ere=99&idCat=1
Put them with a flat base bar, and just put some padded tape on instead of pads, and that's about as low as you're going to get.
