...I can't quite tell if it's saying RTFM or do-your-own-damn-homework.

It says both. The intent is to prevent new posters from asking the same questions that have been asked, and answered, so many, many times. It doesn't work.

The same questions tend to come up a lot. Some of the regular posters get tired of rehashing the same stuff and get grouchy rather than just ignoring the post.

Kind of makes me appreciate parents and teachers.

I think the intent of the rest of that thread is to help people understand what info we need before we can render anything approaching an informed or useful opinion about their situation.

A good recent example is the thread titled, "help help help!!!!" or something along those lines. Unlike some other areas of this forum, people generally do not post here to talk about their day on the bike. People post here asking for help and free help at that. If you want friendly, free service, the least you can do is put the tiny amount of effort it takes to post a thread title that clues the reader in to what they are going to be looking at. Most questions require at least a little bit of background information about the bike/rider as well. If you don't know what other information is required, try anyway and don't complain when asked to post more details. I'm much more willing to go out of my way for someone who demonstrates a willingness to participate and learn. I'll probably help regardless but I'll be less grumpy if you help too
