Is this a good deal?
A kid on my street is selling an old fixed gear bike of his (hes almost done putting it together). It was a converted old road bike. It's been spray can painted matte grey. It has a riser bars, aeromax wheels, and mountain bike ourys, everything else is from the original bike (i think). The kid, I believe, steals bikes, so I am not sure if the original bike was stolen or not.

The stickers were removed from the wheels.
He's trying to get it sold for 200.

No deal. Especially if it's stolen.
Buying a stolen bike only encourages more bike theft. And trust me, it doesn't feel good to lose a bike so someone else can make money off of it.
