Price help

Hi,
I'm looking into buying a used fix for its parts, and I'm wondering if you guys can help me out in terms of pricing this particular one. The guy doesn't have an asking price, and wants an offer.

70s Apollo frame
New 44t ultra dyno chain ring/ cranks.

New Shimano sealed bottom bracket.

New 1/8th inch chain.
New hand built wheels:
- Halo Aerorage rims
- Formula fixed/free hubs
- DT stainless spokes
- Vittoria Rubino tires
- 16t surly cog with 6+thread lock ring

I'm inclined to offer $300 (CAD), because the wheels appear to be pretty nice. However, I've never heard of "ultra dyno cranks" and there is no mention of the handlebars or anything else, so I'm unsure.

Any opinions?
