8 speed cassette on a 9 speed hub?

Can I put an 8 speed cassette on a 9 speed Shimano hub?

Yes. Shimano does not have a 9 speed freehub per se. They are 8,9,10, though IIRC there are some 10s that re only 10s.

It will work, but the hub will feel irritable and out of balance unless you use a 10sp RD.

Shimano's freehubs (the part of the rear hub that can "coast" and spin backwards, and onto which the cassette of gears slides) haven't changed width since 8-speed. 7-speed cassettes are a bit narrower.
The 10-speed-specific freehubs aren't a different width, rather it's Dura-Ace freehubs that have aluminum bodies and get away with this by having higher splines, which require special Dura-Ace 10-speed cassettes.
