Look for old steel mountain bike frames. I got one from ebay a couple years back for my wife for $25. It's a tiny stumpjumper.

agreed, totally undervalued but can be found with full braze-ons for the perfect expedition bike.

Mountain frames work great for most people's purposes and have cheap, easy to find tires as well.

That said, I love my surly.

Cheap, Cheap retail frame build up only makes sense if you already have all the parts because any construction from parts alone will cost at least $500. You leave out a budget but cheap, cheap and the right size seem to be the two most important. For that I'd dig around for exactly that, the cheapest yardsale/craigslist/freecycle bike that fits, a couple cans of flat black spraypaint and nice comfy bar wrap and seat.

Buy a complete used bike. You state cheap, what's cheaper than a hundred dollar bike with a hundred or so more in swap outs ? Fem. specific bikes are plentifull. I see 48cm on e-bay in fem. and NON. Putting together a bike with a new frame won't be cheap. Used ? OK... buy everything A La Carte.. still costs more.
