Need a little help here

I have a Surly LHT 52cm bicycle my problem is I have a cateye HL-EL530 and a Topeak handlebar DX bag and I have no room for my light I put on my handlebar bag and then wanted to put on my light but I have no room left.I know there is a easy fix to this but what is it.I still have a long way to get my bicycle ready for touring this spring.I still have to get racks and panniers and a new set of tires for it.So any help on this would be nice.
P.S I will have front and back racks. I hope they will be the Surly nice racks both front and back.

Your Topeak bag should have come with an extra bar you snap on top of the mounting bracket that you can mount a light/computer on:

They make mounts you can purchase that will replace your skewer end and you can mount the light lower.
