On Raleigh 3-speeds, the front fender mounting tab that connects to the brake caliper bolt: Does the mounting tab belong behind the forks, or in front?

Nevermind -- it's got to go behind the forks. It just looked like it wasn't following the arc of the wheel properly that way.
