Widest tire possible for Jalco Double Wall Alloy 32H

I have a 2010 Fuji Absolute 2.0 (hybrid) that came with Jalco Double Wall Alloy 32H wheels and Kenda 700 X 28 tires. With the commuting and util biking I do, & given my local-area street and road conditions, these tires are way too skinny for secure handling. Not only that, I want a more comfortable (less hard) ride.

How wide can I safely go on these rims?
Also, for wider tires, what tube(s) can I use with them?
As far as tires, not much experience amongst brands .... I like Conti's Touring tires, as I use them on other bikes. Can anyone suggest a better option?

Measure rim INNER width in millimeters. Per the latest ISO recommendations you can go with a tire up to about 3X the inner rim width but also take a look at frame clearances as they may well set a tire size limit that is a lot smaller than that.

Thx! I don't know the inner rim width, and I'm traveling (away from bike and home) so I can't measure. If anyone knows the inner rim width of this Jalco wheel, please fill me in. Jalco does not appear to have a web site or, moreover, product data-sheets.
